Defence reforms

The evolving security environment and emerging threats necessitate a revised strategy and mechanisms within Azerbaijan's national defense system. Azerbaijan is proactively bolstering its defense and security sectors in response. Concurrent reforms in these domains highlight Azerbaijan's steadfast adherence to Euro-Atlantic principles and values.

In 2004, Azerbaijan was among the pioneering Partners to adopt the Individual Partnership Action Plan (IPAP), a new PfP mechanism proposed by NATO to facilitate the Alliance's assistance in defense reform. Under the IPAP framework, Azerbaijan has embarked on various initiatives aimed at developing a robust defense system based on national strategy and procedures and efficient interagency cooperation.

The National Security Concept of Azerbaijan, approved in 2007, remains foundational for the formulation of subsequent strategic policy documents. It has provided the groundwork for the elaboration of the Military Doctrine, approved in 2010, which offers a comprehensive definition of the missions of the Armed Forces aligned with strategic assessments of the prevailing environment and threats.

The adaptation of the Armed Forces to the NATO Structure pivotal in the broader transformation process and has provided a foundation for defense reforms. Throughout this transition, Azerbaijan has systematically investigated and analyzed the practices of various NATO member states, concurrently seeking expert counsel from NATO's Transformation Command.
